  1. Cook the penne pasta as the package says. After it’s cooked, drain the water and put it aside.
  2. Preheat your oven to 200°C / 180°C with fan / 400°F.
  3. Chop the celery, onion, carrot, and garlic into tiny pieces.
  4. Put some oil in a big pot or pan. Add the chopped onion, and cook until it’s soft and clear about 3-4 minutes. Then, add the garlic and cook for another minute.
  5. Add the ground beef and cook until it’s almost all brown. Then, add the basil, thyme, oregano, and fennel, and keep cooking until the beef is fully cooked.
